








| | Reports to: Deputy Director Type: Exempt Position Summary: Plans, directs, manages and oversees all Center activities in assigned geographic location. Essential Duties and Responsibilities: 1. Coordinates the development of annual objectives and budgets for each program within the assigned geographic area in conjunction with goals established by the Board of Directors and Management Team; monitors, manages and reports on goal progress and budget variances. 2. Interviews, engages and supervises clinical and support staff; coordinates recruiting and salary administration efforts with Executive Director and Center Administration; provides or arranges for regular clinical and administrative supervision for all staff in accordance with Center standards. 3. Processes administrative paperwork in accordance with assignments and Center standards; assures submission of required paperwork from staff in accordance with Center procedures; monitors quality assurance plan within each office. 4. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors clinical case loads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs implementation of changes. 5. Provides clinical services in proportion to administration as directed by supervisor. 6. Implements Board and administrative policies to local programs. 7. Coordinates maximum possible service integration between Center programs and other agencies, including the judicial system. 8. Establishes and maintains communication with elected officials at the municipal and county levels in order to encourage mutual understanding of needs and capabilities; represents the Center through participating in and speaking to professional groups, community organizations, etc. 9. Performs other duties as assigned. Supervisory Responsibilities: All aspects of personnel management as it relates to assigned clinical and support staff. Job Requirements: Education: Master's degree in a human services program that leads to licensure under the Colorado Mental Health Statutes. Certificates, Licenses, Registrations, Special Skills: Licensed in the State of Colorado as LCSW, LPC or Ph.D. Bilingual skills preferred. Experience: Minimum of five years of clinical experience as defined by: - Post-masters experience working in either a direct service or supervisory capacity at a community mental health center that includes direct involvement in the assessment, DSM IV Diagnosis, service planning, and on-going provision and documentation of Mental Health services to consumers.

Competencies: The following list describes the knowledge base and skills required for the position of County Director I. All individual competencies are factored at relative strengths and emphasis within each designation. Computer Competency: Computer literacy to include basic skills in e-mail communication and word processing. Broad Clinical Knowledge Base: Demonstrated ability to formulate differential diagnoses using the DSM IV; and familiarity with severe and persistently mental ill populations including children,families, and general adult consumers. Knowledge base shall be evidenced by, but not limited to, oral and written material presented by the candidate and shall include standards of practice across all DSM IV diagnostic categories. Supervisory Skill: Demonstrated ability to perform effective oversight of assigned staff, as evidenced by consistent interface with staff and awareness of the production criteria of consumer time, paper work efficiency, and overall quality of clinical services as measured by Center, State, federal, ethical, and professional standards. Proficiency in Writing: Demonstrated ability to author written documentation, including office memos, inter-agency correspondence, and clinical reviews that reflect conceptual as well as grammatical integrity. Verbal Presentation Skills: Demonstrated ability to communicate efficiently and effectively in spoken word, to include appropriateness of vocabulary, efficiency of delivery, and proper use of syntax and grammar. Organizational Skills and Ability to Prioritize: Demonstrated ability to design and oversee basic center-related operations as evidenced by timely reports and updates, routine accomplishment of deadlines, and contributions to management that reflect relevancy, usefulness, and practicality. Fiscal Management: Demonstrated ability to understand fiscal parameters of management as evidenced by monitoring of budget expenses and revenue production and a constant pattern of balanced budgeting at county level. Ethics : Applied knowledge and understanding of relevant ethical considerations, including consumer confidentiality and standards of practice, as evidenced by accurate written and oral reviews of case studies that address related specific and general issues. Working Knowledge of Regulatory Agencies : Applied knowledge and understanding of relevant standards put forth by regulatory agencies and practice guidelines, to include Mental Health Services, Care And Treatment of the Mentally Ill, Alcohol And Drug Abuse Division, Child Welfare Regulations, and Medicaid and Medicare Guidelines. Competency will be evidenced by accurate written and oral reviews of case-relevant standards and guidelines. Coordination and Dissemination of Operational Directives: Demonstrated ability to communicate center-wide procedures and directives to supervisees accurately, as evidenced by periodic inquiries of line staff regarding their awareness and understanding of current operational guidelines. Training: Demonstrated ability to design and conduct formal and informal training through workshops, in-service meetings, and provision of direct feedback to staff. Competency will be evidenced by participants' evaluations, feedback, and successful completion of goals, objectives, and training outcomes. Program Development : Demonstrated ability to design and market effective programs in local communities, as evidenced by use of needs-assessment methods, positive interface with consumers and agencies, and outcome-based studies that support the effectiveness of programs that are implemented. Project Design: Demonstrated ability to initiate and undertake major responsibility in accomplishing project design and implementation, as evidenced by the accomplishment of clear goals, objectives, and time-lines. Community Interface : Demonstrated ability to interface positively with local community agencies in the interest of consumer service, as evidenced by the number of committee membership and leadership roles maintained, service contracts engaged and sustained, and positive public relation promotions within the local community. Orientation to Effective Management Principles : Demonstrated ability to establish appropriate, productive, and professional interface with supervisees, as evidenced by boundary awareness, staff morale and production, and relationships with individual staff that feature reciprocal respect and support.
Abilities, Knowledge, Skills: Ability to travel within the Center's service area or to other locations as needed. Supervision Requirement: Competencies 1 through 15 to be accomplished with immediate oversight and supervision, including on-going training and professional development planning. Close supervision, up to 3 hours weekly, by Deputy Director to include phone and face-to-face, and formal and informal training modules. |
