Reports to: Deputy Director Type: Exempt Position Summary: Plans, directs, manages and oversees all Center activities in assigned geographic location. Essential Duties and Responsibilities: 1. Coordinates the development of annual objectives and budgets for each program within the assigned geographic area in conjunction with goals established by the Board of Directors and Management Team; monitors, manages and reports on goal progress and budget variances. 2. Interviews, engages and supervises clinical and support staff; coordinates recruiting and salary administration efforts with Executive Director and Center Administration; provides or arranges for regular clinical and administrative supervision for all staff in accordance with Center standards. 3. Processes administrative paperwork in accordance with assignments and Center standards; assures submission of required paperwork from staff in accordance with Center procedures; monitors quality assurance plan within each office. 4. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors clinical case loads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs implementation of changes. 5. Provides clinical services in proportion to administration as directed by supervisor. 6. Implements Board and administrative policies to local programs. 7. Coordinates maximum possible service integration between Center programs and other agencies, including the judicial system. 8. Establishes and maintains communication with elected officials at the municipal and county levels in order to encourage mutual understanding of needs and capabilities; represents the Center through participating in and speaking to professional groups, community organizations, etc. 9. Performs other duties as assigned. Supervisory Responsibilities: All aspects of personnel management as it relates to assigned clinical and support staff. Job Requirements: Education: Master's degree in a human services program that leads to licensure under the Colorado Mental Health Statutes. Certificates, Licenses, Registrations, Special Skills: Licensed in the State of Colorado as LCSW, LPC or Ph.D. Bilingual skills preferred. Experience: Minimum of five years of clinical experience and three years management experience, as defined by:
Competencies: The following list describes the knowledge base and skills required for the position of County Director II. All individual competencies are factored at relative strengths and emphasis within each designation.
Ability to apply knowledge base to formal training modules in specific fields of established expertise, e.g., home-based services, treatment of PTSD, play therapy, etc., and to contribute to center-wide consultations and in-service training. Ability to apply supervisory skill to center-wide needs-assessment and be available for interim supervision of staff at comparable management positions. Capable of producing material suitable for center-wide distribution that requires minimal editing beyond first draft. Includes public presentation skills such as the ability to represent and speak for the Center at regional and county levels. Shall be available for center-wide contributions, e.g., project head, committee chair, and special assignments. Ability to read charts and graphs, interpret Center reports related to budgeting and finance, and to contribute initiatives on the basis of data analysis. Ability to use knowledge and understanding of ethics to provide consultation on a Center-wide basis on ethical issues that call for interpretive insights and directions. Competency will be evidenced by accurate written and oral reviews of case-relevant standards and guidelines. Provides center-wide contributions in areas of policy and procedure questions, as well as initiatives toward refining infrastructure and organizational guidelines. Includes skills that enhance the promulgation of operational directives at center-wide level, and provide resource and support for such undertakings. Demonstrated ability to work with relative independence from close supervision. Includes skills that would allow the mentoring of other management staff for the purpose of formative, career-based growth and development. Abilities, Knowledge, Skills: Ability to travel within the Center's service area or to other locations as needed. Supervision Requirement: Competencies 1 through 15 to be accomplished with minimum to moderate supervision and oversight by Deputy Director, with emphasis on independent decision making and mission achievement. Supervision will include 2-4 hours monthly and consist of phone and face-to-face contact. |
