Reports to: Controller, Finance Director, or Executive Director Type: Exempt Position Summary: Maintains and manages employee-related administrative processes and procedures including recruiting, records management, salary administration, benefits, orientation, and continuing education. Maintains and expands the Center's provider status with managed care companies. Works independently and with minimal supervision. Essential Duties and Responsibilities: 1. Exercises independent judgment within agreed-upon limits to perform employee-related administrative and business details for the Finance Director, keeping Finance Director informed as needed. 2. Provides support and offers recommendations to Finance Director on employee-related issues. 3. Responsible for maintenance of center wide personnel files in compliance with pertinent legal requirements. Responsible for maintenance of up-to-date computer database of employees. Serves as a resource for compiling information from the database. 4. Oversees completion of all new hire and termination paperwork. Ensures procedures are followed to ensure all necessary paperwork is completed. 5. Responsible for creating and maintaining documentation on existing employee-related policies and procedures and for keeping Center supervisors informed of those policies and procedures. 6. Serves as a resource for center wide staff in the areas of Center employee-related policies and procedures and employee benefits administration. 7. Provides support and resources in recruitment, hiring, salary administration and supervision of Center staff according to Center policy and procedures. 8. Conducts or participates in surveys concerning related resource issues as they pertain to employee relations. 9. Stays abreast of employment trends and legislative issues to advise; including the regular updating of the Employee Handbook; assists in the development of new and revised job descriptions and employee evaluation systems. 10. Coordinates administration of the Center's benefit package; researches available packages and performs analysis of options and cost; reports findings to the Finance Director; serves as employee resource in benefit issues. 11. Coordinates with managed care companies to ensure the Center's inclusion as preferred providers; maintains credential files; serves as the liaison between companies and the Center. 12. Coordinates completion of workman’s compensation claims; provides information and assistance to center staff on procedures to follow when injuries occur at the workplace. 13. Provides technical and administrative support regarding a variety of issues, special projects and research as assigned. 14. Performs other duties as assigned. Supervisory Responsibilities: Personnel Clerk, Accounting Clerk I and Accounting Clerk II as assigned. Job Requirements: Education: BA or equivalent training in business, public administration, personnel administration or a related field; or five years of increasingly responsible experience in human resource and/or administrative functions. Experience: Experience in administrative duties, including personnel management. Abilities, Knowledge, Skills: Knowledge of personnel administration. Excellent verbal and written communication skills. Ability to use various software packages including spreadsheets, database, and word processing. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. |
