Reports to: County Director

Type: Exempt

Position Summary: Functions as manager of a specific program. Plans, directs, manages and oversees clinical activities regarding the service program in assigned location. Performs some basic administrative duties for staff within the specific program such as leave requests, time sheets, training and scheduling.

Essential Duties and Responsibilities: 

1. Coordinates the development of annual objectives and budget for the program in conjunction with goals established by the County Director; monitors, manages and reports on goal progress and budget variances. 

2. Interviews, engages and supervises clinical staff for the program; coordinates recruiting and salary administration efforts with County Director and Center Administration; provides or arranges for regular clinical and administrative supervision, including annual performance reviews, for staff in accordance with Center standards. 

3. Coordinates hiring and supervision of support staff with County Director, Office Coordinator and Administration. 

4. Processes administrative paperwork in accordance with assignments and Center standards; assures submission of required paperwork from staff in accordance with Center procedures; monitors quality assurance plan within program. 

5. Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors clinical case loads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs implementation of changes. 

6. Provides direct service in area of specialization at the rate identified by the County Director based upon the size and needs of the team managed. 

7. Coordinates the implementation of Board and administrative policies to local program as directed by County Director. 

8. Coordinates maximum possible service integration between Center programs and other agencies, including the judicial system. 

9. Performs other duties as assigned.

Supervisory Responsibilities: Clinical and administrative supervision of program clinical staff.  Administrative supervision of program support staff.

Job Requirements: 

Education: Master's degree, preferably in social work or psychology or Bachelor's degree in Nursing, Master's degree in Nursing perverred.

Certificates, Licenses, Registrations, Special Skills: Licensed in the State of Colorado as LCSW, LPC, LMFT, or Ph.D or Certified Psychiatric Nurse or equivalent experience.  Bilingual skill preferred.

Experience: Three (3) years increasingly responsible experience in clinical setting with the population being served by the program.

Competencies: The following list describes the knowledge base and skill required for this position.  All individual competencies are factored at relative strengths and emphasis within each designation.

1. Computer Competency: Computer literacy to include basic skills in e-mail communication, word processing and spreadsheet configurations. 

2. Broad Clinical Knowledge Base: Demonstrated ability to formulate differential diagnoses using the DSM IV to include familiarity with populations served within the program. Knowledge base shall include standards of practice across all DSM IV diagnostic categories served by the program and be evidenced by, but not limited to, oral and written material presented by the candidate.

Competency level shall be applied to formal training modules in specific fields of established expertise, e.g., home-based services, treatment of PTSD, play therapy, etc., and shall contribute to program and countywide consultations and in-service training. 

3. Supervisory Skill: Demonstrated ability to perform effective oversight of assigned staff, as evidenced by consistent interface around production criteria of time with client, paper work efficiency and quality clinical services as measured by center, state, federal, ethical and professional standards. 

Competency level shall be applied to program needs-assessment and be available for interim supervision of staff at comparable management level positions. 

4. Proficiency in Writing: Demonstrated ability to author written documentation to include office memos, inter-agency correspondence, and clinical reviews that reflect conceptual as well as grammatical integrity. 

Competency level shall encompass skills capable of producing material suitable for program distribution, and shall require moderate levels of supervision and editing beyond first draft. 

5. Verbal Presentation Skills: Demonstrated ability to communicate efficiently and effectively in spoken word, to include appropriateness of vocabulary, efficiency of delivery, and proper use of syntax and grammar. 

Competency level shall include public presentation skills, and shall be able to represent and speak for the center at the program and county levels. 

6. Organizational Skills and Ability to Prioritize: Demonstrated ability to design and oversee basic program-related operations, as evidenced by timely reports and updates, routine accomplishment of deadlines and contributions to management that reflect relevancy, usefulness and practicality. 

Competency level shall be available for program and county contributions, e.g. project head, committee chair and special assignments. 

7. Fiscal Management: Demonstrated ability to understand fiscal parameters as evidenced by monitoring of budget expenses and revenue production, with supervision and direction from the County Director. 

Competency level shall include skills to read charts and graphs, interpret center reports related to budgeting and finance and to contribute initiatives on the basis of data analysis. 

8. Ethics: Knowledgeable of relevant ethical considerations, including consumer confidentiality and standards of practice, as evidenced by accurate written and oral reviews of case studies that address related specific and general issues. 

Competency level shall include program consultation skills regarding ethical issued that call for interpretive insights and directions. 

9. Working Knowledge of Regulatory Agencies: Applied knowledge and understanding of relevant standards put forth by regulatory agencies and practice guidelines which govern the program; to include Mental Health Services, Care and Treatment of the Mentally Ill, Alcohol and Drub Abuse Division, Child Welfare Regulations, and Medicaid and Medicare Guidelines. 

Competency will be evidenced by accurate written and oral reviews of case relevant standards and guidelines. Competency level shall include program and countywide contributions in areas of policy and procedure questions, as well as initiatives toward refining infrastructure and organizational guidelines. 

10. Coordination and Dissemination of Operational Directives: Demonstrated ability to communicate center-wide procedures and directives to supervisees accurately, as evidenced by periodic inquiries of line staff regarding their awareness and understanding of current operational guidelines. 

Competency level shall include skills that enhance the promulgation of operational directives at center-wide level and shall provide resource and support for such undertakings. 

11. Training: Demonstrated ability to design and conduct formal and informal training for supervisees. Competency will be evidenced by participant evaluation of goals, objectives, and training outcomes. 

Competency level shall include skills directly related to helping in the development and preparation of training materials such as overheads, power-point presentations, audio-visual aids and resource research for training content. 

12. Program Development: Demonstrated ability to design and market effective programs in local communities with minimal support and supervision, as evidenced by use of needs-assessment methods, positive interface with consumers and agencies, and outcome-based studies that support the effectiveness of programs that are implemented. 

13. Project Design: Demonstrated ability to initiate and participate in accomplishing project design and implementation, as evidenced by the development and achievement of clear goals, objectives and timelines independently or with the direction or supervision of the County Director. 

Competency level requires skills to assist in development and relative independence in the implementation. 

14. Community Interface: Demonstrated ability to interface positively with local community agencies in the interest of consumer service, as evidenced by the number of committee membership and leadership roles maintained, service contracts engaged and sustained, and positive public relation promotions within the local community. 

15. Orientation to Effective Management Principles: Demonstrated ability to establish appropriate, productive, and professional interface with supervisees, as evidenced by boundary awareness, staff morale and production, and relationships with individual staff that feature reciprocity in areas of respect and support. 

Competency level includes skills that would allow the potential mentoring of other management staff for the purpose of formative, career-based grown and development. 

Abilities, Knowledge, Skills: Ability to travel within the Center's service area or to other locations as needed.

Supervision Requirement: Competencies 1 through 15 to be accomplished with minimum to moderate supervision and oversight by County Director, with emphasis on independent decision making and mission achievement.  Supervision will include 2 to 4 hours monthly and consist of phone and face-to-face contact..
