Reports to: Regional Operations Manager

Type: Exempt

Position Summary: Functions as manager of designated region. Assists Regional Operations Director in planning, directing, managing and overseeing administrative activities in assigned location. Performs some basic administrative duties for staff within the specific region such as leave requests, time sheets, training and scheduling.

Essential Duties and Responsibilities:

1.      Assists in the development of annual objectives and budget for the region in conjunction with goals established by the Regional Operations Director; monitors, manages and reports on goal progress and budget variances.

2.      Interviews, engages and supervises staff for the region; coordinates recruiting and salary administration efforts with Regional Operations Director and Center Administration; provides or arranges for regular administrative supervision, including annual performance reviews, for staff in accordance with Center standards. 

3.      Processes administrative paperwork in accordance with assignments and Center standards; assures submission of required paperwork from staff in accordance with Center procedures.

4.      Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors clinical case loads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs implementation of changes.

5.      Coordinates the implementation of Board and administrative policies for assigned location as directed by Regional Operations Director.

6.      Assists Regional Operations Director in establishing and maintaining communication with elected officials at the municipal and county levels in order to encourage mutual understanding of needs and capabilities; represents the Center through participating in and speaking to professional groups, community organizations, etc.

7.      Provide clinical supervision as assigned.

8.      Ability to travel throughout the Center’s service area or to other locations as needed.

9.      Performs other duties as assigned.

Supervisory Responsibilities: Administrative supervision of region staff.

Job Requirements:

Education: Master's degree in business administration, health care administration or human services program.

Experience: Minimum of two years’ management experience, as defined by:

    (a)   Experience, in a health care setting post-masters, which includes hiring, administrative supervision and administration of agency resources.

    (b)   Experience, in a business other than health care, which includes hiring, administrative supervision, and administration of agency resources.

Certificates, Licenses, Registrations, Special Skills:  Bilingual skills preferred.

Competencies: The following list describes the knowledge base and skills required for the position of Regional Operations Manager. All individual competencies are factored at relative strengths and emphasis within each designation.

1.      Computer Competency: Computer literacy, to include effective skills in e-mail communication, word processing and spreadsheet configurations.

2.      Supervisory Skill: Demonstrated ability to perform effective administrative oversight of assigned staff, as evidenced by consistent interface around production criteria of consumer time, paper work efficiency, and regional budget as measured by Center, State, federal, ethical  standards.

Ability to apply administrative supervisory skills to State level interface around policy and procedures, standards of practice, and other State related agenda as assigned.  Shall be available for interim supervision of staff at comparable management positions, and at times may act as Regional Operations Director in their absence. 

 

3.      Proficiency in Writing: Demonstrated ability to author written documentation to include office memos, inter-agency correspondence, and clinical reviews that reflect conceptual as well as grammatical integrity.

 

Competency level shall encompass skills capable of producing material suitable for region and countywide distribution that shall require minimal editing beyond first draft, as well as minimum supervision and support.  Skills shall be of the quality as to contribute to and support regional and countywide projects and proposals. 

 

4.      Verbal Presentation Skills: Demonstrated ability to communicate efficiently and effectively in spoken word, to include appropriateness of vocabulary, efficiency of delivery, and proper use of syntax and grammar.

 

Competency level shall include public presentation skills, and shall be able to represent and speak for the region, community and county levels.

 

5.      Organizational Skills and Ability to Prioritize: Demonstrated ability to design and oversee basic region-related operations, as evidenced by timely reports and updates, routine accomplishment of deadlines and contributions to management that reflect relevancy, usefulness and practicality.

 

Competency level shall be available for region and countywide contributions, e.g. project head, committee chair and special assignments.

 

6.      Fiscal Management: Demonstrated ability to understand fiscal parameters as evidenced by monitoring of budget expenses and revenue production with minimum level of supervision by the Regional Operations Director.

Competency level shall include skills to read charts and graphs, interpret center reports related to budgeting and finance and to contribute initiatives on the basis of data analysis.  Competencies shall allow relative independence from close supervision.

 

7.      Ethics: Applied knowledge and understanding of key ethical considerations, including consumer confidentiality and standards of practice, as evidenced by accurate written and oral reviews of case studies that address related specific and general issues.

Competency level shall include regional and countywide consultation skills regarding ethical issues that call for interpretive insights and directions.

 

8.      Working Knowledge of Regulatory Agencies: Basic knowledge and understanding of relevant standards put forth by regulatory agencies and practice guidelines, to include Division of Behavioral Health, Care And Treatment of the Mentally Ill, Child Welfare Regulations, and Medicaid and Medicare Guidelines.  Competency will be evidenced by accurate written and oral reviews of case-relevant standards and guidelines. 

 

9.      Coordination and Dissemination of Operational Directives: Demonstrated ability to communicate centerwide procedures and directives to supervisees accurately, as evidenced by periodic inquiries of line staff regarding their awareness and understanding of current operational guidelines.

Competency level shall include skills that enhance the promulgation of operational directives within the region. Shall provide resource and support for such undertakings and shall be capable of interpreting and promoting agency directives and guidelines.

 

10.      Training: Demonstrated ability to design and conduct formal and informal training for supervisees and others in the areas of expertise both through workshops and in-service formats, as well as supervision.

 

Competency will be evidenced by participant evaluation of goals, objectives and training outcomes.  Competency level shall include skills directly related to the development and preparation of training materials such as overheads, power-point presentations, audio-visual aids and resource research for training content and shall be capable of presentations in the region and county arena.

 

11.  Program Development: Demonstrated ability to implement effective administrative business model programs within region as evidenced by use of needs-assessment methods, positive interface with consumers and agencies, and outcome-based studies that support the effectiveness of programs that are implemented.

 

12.  Project Design: Demonstrated ability to initiate and undertake responsibility in accomplishing project design and implementation at regional and county levels with the support and supervision of the Regional Operations Director, as evidenced by the accomplishment of clear goals, objectives and timelines.

Competency level requires skills to work with relative independence from close supervision.

 

13.  Community Interface: Demonstrated ability to interface positively with local community agencies in the interest of consumer service, as evidenced by committee membership and leadership roles in the community, service contracts engaged and sustained and positive public relation promotions within the community.

 

14.  Orientation to Effective Management Principles: Demonstrated ability to establish appropriate, productive, and professional interface with supervisees as well as Regional Operations Director, as evidenced by boundary awareness, staff morale and production, and relationships with individual staff that feature reciprocity in areas of respect and support.  Demonstrates the ability to draw clear distinctions in terms of organizational priorities and individual staff and/or regional needs.

Competency level includes skills that would allow the potential movement to the Regional Operations Director level.

Abilities, Knowledge, Skills: Ability to travel within the Center's service area or to other locations as needed.

Supervision Requirement: Competencies 1 through 15 to be accomplished with minimum to moderate supervision and oversight by Regional Operations Director, with emphasis on consultative and collegial interface. This will include 1 to 2 hours monthly and consist of phone and face-to-face contact.
